NOTICE OF PUBLIC HEARING WITH RESPECT TO THE ISSUANCE OF REVENUE BONDS BY GOLDEN STATE CONNECT AUTHORITY TO CONSTRUCT A FIBER-OPTIC NETWORK IN CERTAIN UNCORPORATED AREAS OF ALPINE COUNTY

NOTICE IS HERBY GIVEN that at 9: 40 AM , or as soon thereafter as the matter may be heard, on September 2nd, 2025, at 99 Water St, Markleeville, the Alpine County Board of Supervisors (the “Board”) will conduct a public hearing (the “Public Hearing”) at which the Board will hear and consider information concerning the issuance of one or more series of revenue obligation bonds by Golden State Connect Authority (the “Borrower”) in an aggregate principal amount not to exceed $120 million ($120,000,000) (the “Obligations”). The proceeds of the Obligations will be applied to the purposes of (1) financing the construction of a high-speed fiber-optic network (the “Project”), and (2) paying certain expenses incurred in connection with the issuance of the Obligations. Golden State Connect Authority will be the owner and operator of the Project.

The Obligations will be limited obligations of Golden State Connect Authority, payable solely from revenues received by Golden State Connect Authority from operation of the network. Neither the faith and credit nor the taxing power of the County, the State of California (the “State”), or any other political corporation, subdivision, or agency of the State is pledged to the payment of the principal of, premium, if any, or interest on, the Obligations.

The Public Hearing is intended to comply with the public approval requirements of Section 6586.5(a) of the California Government Code. Those wishing to comment on the proposed financing of the Project with the proceeds of the Obligations may either appear in person at the time and place indicated above or submit written comments, which must be received prior to the Public Hearing, by the County of Alpine, Attention: Clerk of the Board, 99 Water St., Markleeville, CA 96120 or clerk@alpinecountyca.gov.

Members of the public are invited to attend the public hearing. Public input is encouraged.
